This Transmission & Distribution Domain Expert Working Group (TnD DEWG) session will include updates, plans, and discussions on the developments of requirements for the information exchange between the distribution and transmission domains (the Transmission Bus Load Model), addressing the cross-cutting aspects of the power system operations. The session will also include updates as appropriate on the PAPs related to the T&D DEWG and its coordination with other DEWGs.

Priority Action Plan 8: CIM for Distribution Grid Management
The progress made on harmonizing MultiSpeak with IEC 61968 will be reported on. Also presented will be the status of the PAP 8 messages that are being worked on by working group 16 of IEC TC 57. Barriers to implementation will be discussed.

PAP-12 is focused on supporting standards development for mapping between IEEE Std 1815-2010 (DNP3) and IEC 61850 with the objective of a dual IEEE and IEC logo standard. These standards are primarily used for communications to and between utility substations and feeders. Many PAP-12 WG members were also involved in the standardization, by the IEEE of DNP3 now referred to as IEEE Std 1815-2010. The PAP-12 WG has over 60 members and continues to meet monthly. During this PAP-12 meeting we plan to review the status of: the Catalog of Standards submission for IEEE Std 1815-2010, the draft mapping specification – IEEE P1815.1 and the new version of IEEE Std 1815 expected to be published in 2012. Reports are expected by IEEE WG C12, WG C14 and the DNP Technical Committee. Reviews by the SGIP CSWG and SGAC will also be highlighted.

PAP-13 is focused on supporting the development of two key standards related to synchrophasor data: IEEE Std C37.238-2011, the new power profile for IEEE Std 1588-2008 (Precision Time Protocol) and IEC 61850-90-5, a pending technical report defining the use of IEC 61850 to transmit synchrophasor information.
The PAP-13 WG has over 60 members and continues to meet biweekly. During this PAP-13 meeting we plan to review: the final Catalog of Standards (CoS) material for IEEE Std C37.238-2011 (now in the CoS) and the draft CoS material for IEC 61850-90-5 which is near IEC publication. We will discuss standards implementation challenges related to the PAP-13 standards and anticipate an overview of an (early draft) implementation agreement for IEC 61850-90-5. Reports are expected by IEC WG 10, IEEE H7/C7, IEEE WG H11 / H19 and IEEE WG C4 / C5. Reviews by the SGIP CSWG and SGAC will be highlighted.

Priority Action Plan 14: Transmission and Distribution Power Systems Model Mapping
The PAP 14 session will include an update on IEEE P37.239 Comfede Standard and proposed next steps with the IEC for this standard. This will be followed by an update on the IEEE PSRC H5 Activities to Publish a Guideline for Relay Settings and follow-on work for developing these guidelines into a standard.
